Lienchiang County has four townships – Nangan, Beigan, Jyuguang (Dungchu, Hsichu) and Dongyin. Its total size is 29.6 square kilometers; its population is a little over 9000.

The offshore islands of Matsu belong to Lienchiang county and cover a total area of 25,052 ha. They are composed of five large and several smaller islands, which are administratively divided into the four villages of Nangan, Beigan, Jyuguang and Dongyin. According to the national census of 1997 5,360 people live on the Matsu islands with more than 60% of the population living in Nangan.

The islands of Jyuguang Township (莒光鄉; Jǔguāng xiāng), Dongju (東莒; Dōngjǔ; Tongchu) and Xiju (西莒; Xījǔ; Hsichu), are the most southerly of Matsu’s islands. Both are remote and sparsely inhabited, but there's some pretty scenery.

As the most important gateway of Nangan, Fuao Port is the major traffic terminal heading for Beigan, Dongyin, Jyuguang. Also, it has Taima Line between Dongyin and Keelung for travelers.

In addition to daily flights often disrupted by fog between March and May from and to Taiwan proper, ferries are the main means of transportation between Taiwan and Matsu and between islands in Matsu, including services from Nangan to Jyuguang Township two main islands -- Dongju and Xiju.
