Definition of "re-establishment"

Full information was passed to the Glasgow North District Deputy Chief Controller at 4.45 a.m. on the Sunday of all engine movements required with the tonnage of coal needed for re-establishment of the coaling points at Bridgeton Central, Helensburgh and Clydebank Dock Junction, which would take the place of Hyndland.
