These businesses, usually small and weak, were often forced by corrupt officials to engage in bribery in order to stay in business. For example, as revealed by the People's Daily (June 22, 1988), Gao Yuncong, secretary of Jili District Party Committee of Luoyang City, Hunan, forced the Jili Chemical Factory to buy houses, cars, and color TV sets for him.
